It is, indeed. They’ve taken over part of a city and declared themselves independent of the United States.

To say “well, only the local government has the right to deal with it” is BS.

Imagine if, in 1860, they’d said “Well, South Carolina seceded, so we’ll leave it up to the government of South Carolina to deal with it...”

Reminds me of No Man's Land story from the Batman comics around '99 or so. Gotham becomes so hopeless that the United States government cuts it off from the rest of the country.
