I think they want to force Trump to call in the troops.
The minute this becomes “official” is when things go absolutely crazy. This will require troops to control.
And then they will slam Trump for calling in the troops on citizens.
I think Trump is letting the council hang themselves with their own rope by dismantling the police.
And Trump should keep doing what he has been doing. Talking tough, offer help (which will be refused) and criticize mercilessly when they fail to stop the violence. I believe Trump will never “call in the troops” for someplace like Minneapolis or NY City. He knows its a trap.
