Fresh evidence of Chinas shocking cover-up of the pandemic outbreak has been found in censored media reports from Wuhan.
Samples taken from sick patients and analysed by at least five laboratories had confirmed the existence of a lethal new coronavirus before China told global health authorities about an infectious disease that it claimed was unidentified.
The reports obtained by The Mail on Sunday reveal that one team even found the virus was clearly contagious while others had unravelled its genetic composition vital for developing diagnostic tests and vaccines.

Ok that’s a little over a month before Jan 20th; this puts it at before Christmas 2019 that China knew they had a lethal virus on the loose.
I don't think so. If it was deliberate, it was a VERY ineptly done attempt (which is why I think it was indeed a "bioweapon under development" accidentally released). It had the necessary contagious level, and stealth spreading capacity, but not the necessary fatality rate.
[One of the projects I worked on in my career was with development of instrumentation to detect bioweapon attacks (with LLNL), so I have at least some exposure to the subject].
