Goodwin’s not a leftist. He’s trying to describe the overall situation, so his article may not be as focused as you might like, but there’s a lot to say today. He’s much more pro-Trump than anti-Trump, and he’s right to point out that the president’s chances for reelection have changed in recent months.

I read some posts elsewhere that suggested President Trump's hands are tied from using the military to stop the rioters because China would take it as permission to open up on Hong Kong protesters.
While I don't agree with the post's conclusion that the Antifa rioters are being sponsored by China for that very purpose, I do think it's a geopolitical consideration that is weighing heavily on Trump's mind.
If China can point to the United States using force to stop rioters from burning down American cities, China will point to us as justification for them to use similar force to put down Hong Kong protesters. Once they do that, it won't be long from them to move onto Taiwan, using the same justifications.
So, President Trump has to walk a tightrope regarding how he uses the National Guard and other military to stop the organized insurrection taking place in our cities. One thing he must do soon is get Pelosi and Schumer on the record taking a side. Hopefully, they will side with the people who want to put an end to the burning of our cities.
If the Democrats side with the President in putting down the riots, it will mitigate to some degree the ability of China to point to the United States as their justification. On the other hand, there is enough history with the Democrats to know that they would opportunistically support China's aggression against their own people just as quickly as they support President Trump's aggression to stop attacks on our own.

When this stupidity of stay at home thing started and Trump stayed out of it, I lauded him as being intelligent enough to know that sometimes the best way to fight a blind man is to stay out of the way. He did that and now, as expected, the chickens are coming home to roost, or is it roast?

He did this to free up the money, not to take control of the state or its populous. So he did not declare a stay at home ORDER because he can’t.
He can declare martial law under Article 1, section 9 of the Constitution, but that required an invasion of armies that are going to harm the public. He can suggest a stay at home order, but can’t enforce it. Martial law would constitute a seizing of moneys, businesses, and transactions within the state.
Governors can declare a stay at home for the public safety as they determine it based upon all states having a clause for public safety over rides by the state.
So he has quietly sat back and waited for the internal state violence to start because they caged up the people until something set them off. Now they don’t have any idea how to handle it and stay clean.
The governor can call the National Guard into action during local or statewide emergencies, such as storms, fires, earthquakes or civil disturbances. However the National Guard will not be used to enforce martial law, says its leader. ... Last week, President Donald Trump ordered Guard troops in New York, California and Washington be placed under Title 32 status, meaning states maintain control, but the federal government picks up the tab.
Guard members may also be ordered to active duty solely by command of their state’s governor. This is known as “State Active Duty” or “State Call Up” and generally is in response to state-level disasters. When ordered to State Active Duty or Title 32 orders, Guard members may be granted the ability to act in a law enforcement capacity; this is prohibited when they are activated under Title 10 unless authorized by Congress.
When activated by state government, Guard members are state employees, not federal employees, and their pay and benefits are determined by state law. They are not eligible for federal benefits. And that’s the problem with the states...they would have to foot the bill while they are still trying to figure out how to stop something they created.
