Although the agency was formed back in the 70’s, it was during the Obama administration they began showing up on American streets..a spin off of Dept.of Homeland Security.
I began seeing the white SUV’s with a blue stripe across the front quarter panels. These SUV’s started showing up around the time Obama approved the distribution of excess/surplus military equipment to local law enforcement agencies across the nation.
