McCain was the one who transported the dossier from England to the USA. He sent his aide to England after which McCain gave it to the FBI. The FBI had been getting memos with information that would later be compiled into the “Dossier” but the actual Dossier was handed to the FBI by the McCain.

Much of what was involved in having Obamagate done “by the book” had to take into account how different laws applied to things happening in the USA vs out of the country.
