The bottom line is that not every uncomfortable interaction between two people needs to go on social media in order to ruin someone's life. Her life is literally ruined. I think this went a tad far.
Actually, the guy stated that this problem is so common in the area and interferes with his legitimate activity (birdwatching) that he carries the treats to deal with the problem, not that he’s simply going out to troll dog owners.

IMHO, threatening to call the police, and lying on the phone to them (’he’s threatening me’) are damned serious things, one trigger happy cop taking her at her lying word...

I'd agree if she hadn't called the police and tried to give them the impression that he was about to assault her. She definitely tried to get him arrested for daring to confront her.
