The focus of the U.S. government's moves in both the 2008-09 and 2020 meltdowns hasn't been the bailout of the investor class at all. It's been a strategy to prop up the value of the U.S. dollar as a debt instrument all over the globe.
When the U.S. government guarantees a $300,000 mortgage that's in default -- either by paying $1,200 "stimulus checks" to the homeowners to pay the mortgage, or by having the Federal Reserve back the loan -- it's not bailing out the homeowner. It's not bailing out the bank that extended the loan, either. And it's not bailing out the financial institution that packaged that loan with a bunch of other ones and sold them as a mortgage-backed security to institutional investors. It's not even bailing out those institutional investors.
What the government is doing is ensuring that the original $300,000 created to finance the loan in the first place is still "worth" $300,000 in real terms.
Multiply this scenario tens of millions of times, and you get a pretty good idea about how our monetary system works.
I don't disagree with you, but that's a bigger problem that applies to almost every regulatory entry in the Federal Register. It's also what made almost every one of Barack Obama's executive orders perfectly "legal."
You should have still gotten one I would look into it.

Regardless of the President’s personal opinions on the Second Amendment, he’s putting in Supreme Court justices who see things clearly. One or two more appointments and we’ll be able to tear down a century of unconstitutional restrictions at the local, state, and Federal levels.
My state taxes everything including food. Thanks to the stimulus, i paid a couple of hundred dollars in taxes than I would otherwise have spent. And, I was able to acquire some very needed things to make my life more tolerable, like a freaking bed.
