Cuba would really have no basis to complain to any international body if the U.S. imposed an embargo against Cuba for U.S. trade. One country can't force another one to conduct business.
They would, however, have grounds to complain if the U.S. tried to enforce such an embargo on trade between Cuba and other countries.
Which is what we did.

The U.S. embargo against Cuba was implemented through about a half-dozen Federal laws dating back to the early 1960s. Foreign countries like Canada, France and China arent subject to U.S. laws outside our borders.
I dont give a sh!t about U.S. trade sanctions against Iran and Venezuela. I know those sanctions are in place, and are being enforced. My original question here was about what authority the U.S. has to force countries OTHER THAN the U.S. to impose the same sanctions we have on Iran and Venezuela?

I was on Curacao for eight days back in mid-December and watched the tankers come and go from the resort we were staying in. One side of Curacao is a massive refinery, the other side resorts and natives.
What I wouldn't give to have a front row seat watching the Iranian tankers mysteriously blowing up as they approach Venezuela...

I don't know what you mean by "legal." It's "legal" in the United States of America, but that's about it. Any other country in the world will say (I am paraphrasing): "That's nice. But your sanctions have nothing to do with us. We'll continue to trade with these 'rogue nations' as we see fit."
Did the U.S. embargo on Cuba stop any nation other than the U.S. from trading with Cuba? No. Even our largest trading partner (Canada) continued to do business with Cuba as usual.
Any bets on how fast those Venezuelan jets would scatter as soon as an American fighter jet pops up on their radar? That is, if we allow them to see us coming.
A lot of good that trade did for Cuba. They're still stuck in the 1950's and don't have an economy to speak of. You've clearly not seen how the Cuban people live. It's not good. Their illegitimate government leaders may be living well, the rest not so much.
And that's what good Canada did continuing to do business with Cuba.
1) Trump has made it clear that other nations can trade with the US or those countries...but not both. No contest.
2) When the Cuba embargo was new it was effective for most countries not named USSR. It took time and Democrat Presidents to wear that down to the joke it became. That was then, this is now.
