Public information makes clear Carter Page had worked for the FBI and CIA, yet was never a double agent for the Russians. Papadopoulos was never a foreign agent and was only planted with information from Downer and by our own FBI-influenced assets. (If either Carter Page or Papadopoulos had been suspected of actually being a Russian spy, we would long ago have heard there was a 500-page surveillance record of Page-Russian contacts.) Calling Carter Page a foreign agent in a FISA application was a potentially criminal representation.
