Yup. Find a loyal party member and move them into a position where they can serve the needs of the party.

If they get caught, they become a scapegoat.

Obama/Clinton put loyal party members into every corner of gov't so it would serve their agenda from behind the curtain.

Following 9/11 Treasury really went to work to track down the train of terrorist financing. It developed a superb office, and over time ‘listed’ hundreds of terrorists, terrorist financiers, and their fellow travellers. It appears that under Obamba the DOT began to branch out to play political games with Americans. For DOT to have sulled what was a fine reputation is very sad, but seems par for the course in all government Departments during Obama epoch.

Probably to the fincin operation. That way they have “legitimate” reason to use domestic financial spying.
