I refuse to think this is even remotely required. Let the local levels deal with this. Feds and Federal Law isn’t needed.

In the country - don’t count on it. Most people of my generation have a cellphone that never leaves their purse or house - specifically for emergencies on the road or to call the power company when power goes out in the house. Absolutely no other use. Wouldn’t matter anyway because I would not cooperate with any idiot knocking on my door to give or get information for the government!
I can whip up a Faraday Cage to fit a cell phone to keep your phone until you need it.
