BS to you. They are full legal adults in the sense of full criminal liability for violent felonies they commit. If one commits a rape, the police department for that jurisdiction should investigate, not the college.
In fact, that’s exactly how it’s done in high schools. If one high school student rapes another, they call the local police. The principal doesn’t complete the investigation.
