Wray definitely needs to go, but his behavior hasn’t been a surprise to me. The one time I watched him testify before Congress, I guess during his confirmation hearing, he said over and over that his top priority would be to preserve the reputation of the FBI and to maintain the people’s confidence in the institution.
And he said it so much I took it to mean he’d preserve the reputation by preventing any developments that would harm the bureau. And that’s just what he’s been doing by way of cover-ups and withholding information as long as possible.
Wray was CORRECT when he said he wants to “preserve” the reputation of FBI. He just meant the current reputation established by Comey & his cabal at FBI.
Wray never said he was going to improve the FBI.
That approach resulted in the loss of whatever little credibility the FBI still had. Barr's approach of dripping things out a little here, a little there, and pretending to be outraged is much more effective.
