All the state has to do is require the church take attendance but not turn over the info unless there’s an actual outbreak. That’s a reasonable request for pandemic control.
This requirement that the attendance sheets be registered with the state up front is nothing more than totalitarian oppression.

Most Pastors and Church leaders keep a contact list of members. If an infection arrived at a church. There should be no need for an attendance list. They would encourage everybody to be tested since testing is available now.
I disagree that it's a reasonable request (I would also assert that it is reasonable for 2 good Americans to disagree on this point). I think that the 1st Amendment is so sacred that any threat to "the free exercise thereof" is off limits.
Are they taking names and addresses of people who go into WalMart? No; and WalMart doesn't even have an amendment to the Constitution in its favor.

In a small church you would easily be able to remember each other and figure out who was there, writing it down makes it easier, but MANDATING it would be very wrong.
Oh hecky durn: just take PICTURES and identify them later, at headquarters, by the recognition software already in use.
