This article refers to a decision about the U.S. Court of Appeals for the 10th District. It's also useful to understand that in Kansas, the Republican Party was the liberal party and the Democrats the conservative party. That was true for many years, although it is not so these days. It does mean that Kansas goes off the rails every now and then and elects a Democrat, usually as the Governor. That happened in 2018.
