The irony, is these theee states had the first, third, and sixth-lowest size- and time-adjusted COVID19 fatality totals by the 31st day after breaching the 1,000 fatality level. They should ALL be opening up their states on a risk-adjusted basis.

My guess is when neighboring states open up, and the West Coast businesses see orders being lost to out-of-state rivals, and the West Coast pols realize they won't get re-elected, they'll open up.
