The simple solution to the spread of this virus, is to just mandate that everyone stop breathing. Problem solved. Any bureaucrat should be able to figure this out. If not, I’m sure the Demonrat governors lend their insight.
Colorado has gone from a wonderful, conservative state, to a liberal hellhole in only about 20 years. The nice thing is all the abandoned mine shafts that might be put to good use. Quietly of course.

Not totally conversant, but some Federal judges have already shot down various EOs by Governors that went over the Constitutional line. One about prohibiting ammunition purchases comes to mind. I am sure there are others. Perhaps protecting the right to assemble in peaceful protest, wrt to the state resistance demonstrations against stay-at-home?
Legislatures are suing Governors for overreach. Sheriffs are refusing to obey unconstitutional orders.
There are hierarchical steps involved and to know the US Attorneys have this power, backed by the DOJ, strengthens Constitutional rights.
I get the cynicism and frustration and share some of it re: convicting traitors. But neither Trump nor Barr have been silent on Governor overreach. They’ve let the legislatures and judiciaries know they have their back.
Long games are being played. We are in a war. There are hidden fronts we will learn of long after the battles are over. Actually, it may not take that long to find out, since it seems everything progresses more quickly than in the past.
Or maybe it just seems that way, since I am old.

If it involves California and all their BS it can’t be good. But ‘rat governors in CO have this unsettling habit of trying to out stupid everyone else trying to impress the elites on the coasts. It really is embarrassing. Like an insecure person chasing after and throwing themselves at some mean person who shows them just enough attention to string them along. I’ve seen high school and college age kids do this, and for the last decade or so at the state level.

Article I Section 10 Clause 3 prohibits such compacts unless Congress approves. Any order, policy or punishments are illegal unless, and until, Congress approves.
