I don't think Zmirak's article asserted that the virus did not get out to the rest of China. It says the CCP
tried to stop its spread (albeit unsuccessfully) by limiting travel from Wuhan throughout the rest of China, but did not limit travel from Wuhan to the whole rest of the world.
Looks like another accidental spill, so to spek: the virus "got out" again --- got out to the rest of China.
