There's nothing in the article about what exactly the judge even decided, either.

If the plaintiffs in the case were demanding immediate access to the beach, then the judge may have simply decided that the issue was not a compelling one that had to be addressed immediately through a judicial order, and that the plaintiffs could seek legal remedies and compensation from their state/local governments later.
