I have heard at least one story that it is easier for the police to arrest a woman criminal than a man criminal because the woman is shorter and less strong...and the girls have got fewer fighting skills. Therefore, the cops arrest the female criminals because it is less of a risk for the law officer. And yes, both groups of criminals are guilty.
