Besides the obvious moral insanity the fact is that their (stupid) social distance rules can be ruined by men dressing as women on female day and vice versa. Just claim to be trans and you are free to go out any time.

News update: Panamanian men are no longer allowed to be out on Saturdays. During Easter weekend, it is total lockdown. The men are SOL for four consecutive days - Friday, Saturday, Sunday and Monday - before they can escape the house.

Delgado was treated differently than the others he was with, because he gave a different reason for being out. If they all gave the same reason and he was treated differently, then maybe he could complain.
