Kelly wasn't loyal and probably didn't plan to "lend" any expertise. If what we hear was true, Kelly was trying to restrain the President.

Coronavirus, as bad as it is, proves to be a great cover for Trump doing what needs to get done.
Trump continues to goad the morons in the enemedia in his daily briefings, keeping them pissed and focusing exclusively on what he's doing with COVID-19. Meanwhile, he plugs the leaks and gets rid of those in his White House who are working against him. A stroke of genius on his part.

Trump hires people to fill a specific purpose. Maybe it’s the former baseball player in him, but he moves people in and out like a baseball manager changes pitchers. Early on, Trump placed some people who were suspect into his administration to try and smoke out the deep state. He was smart enough to never fully trust them but understood the maxim, “Keep your friends close but your enemies closer”.
