The County Judge in Texas is the Chief Executive of the County, the presiding officer of the Commissioner Court, which is the County legislative body, AND the judge of Constitutional County Court. The office is derived from the Spanish alcalde and combines executive, legislative and judicial functions. In very populous counties the County Judge may disclaim judicial duties, but even if they do so the title remains.
Every disaster decree made by a County Judge in Texas is an exercise of Executive, not Judicial, authority.
