NO it is NOT a red herring. Yes, the so called whistleblower used the same form as ever. But he did so under a new policy that let him report second hand information. AND let him report people outside the intelligence community.
Those 2 policy changes were instituted by Atkinson specifically to allow him to do this specific complaint.
