You do know he neither closes or opens up the country...it is the governors that do that...he makes recommendations to the governor. He (feds) only controls the border and airports, etc.
uh...yeah. and he needs to lift the embargo which will lead govs, mayors, etc., to lift the shutdown or face the consequences
