DOJ watchdog finds additional problems with FBI's surveillance warrant process

A Justice Department watchdog has identified additional errors in the FBI's surveillance warrant application process after reviewing more than two dozen Foreign Intelligence Surveillance Act (FISA) applications, according to a new publicly released memo.

Justice Department (DOJ) Inspector General Michael Horowitz informed FBI Director Christopher Wray on Monday that his office did "not have confidence" that the FBI was properly following the Woods Procedures, an FBI policy that requires officials to provide supporting documentation to back up factual assertions made in FISA applications.

"As a result of our audit work to date and as described below, we do not have confidence that the FBI has executed its Woods Procedures in compliance with FBI policy," Horowitz wrote in a Management Advisory Memorandum to Wray.

"Specifically, the Woods Procedures mandate compiling supporting documentation for each fact in the FISA application. Adherence to the Woods Procedures should result in such documentation as a means toward achievement of the FBI’s policy that FISA applications be 'scrupulously accurate.'"

Horowitz discovered these additional problems after visiting eight FBI field offices and reviewing a selected sample of 29 FISA applications that were tied to both counterintelligence and counterterrorism investigations between October 2014 and September 2019.

Seems as if the FISA court itself is complicit. Should have asked for the required documentation.

Also, we do not speculate as to whether the potential errors would have influenced the decision to file the application or the FISC’s decision to approve the FISA application

Prosecutors often make up complete lies in warrant filings just to help juice up the word count; not to influence the court to grant their warrant.

At the very least they were ideologically sympathetic with FISA requests that were targeted against team Trump.

But where are the FISA applications that were supposed to be declassified and released? Trump promised to do that a year ago. Those docs are fundamental to understanding what went on. Why haven’t they been released yet? The American people deserve to see them.

No supporting evidence in the field offices supports the evidence that the FISA abuses were manufactured at the highest levels of the FBI.

I recall reading the transcript of a deposition by one gal responsible for seeing that the WOODS requirements were met by FBI agents seeking a FISA Court permit, to surveil Trump associates.

She was a hostile witness, clearly an embedded deep state operative who rubber stamped a green light for agents to apply for a FISA Permit.
The rubber stamp for flimsy evidence was fully supported in the WOODS review. FISA was/is made a joke with the FBI passing off a WOODS review and approval as meaningful, when the WOODS Review was made a lame process.
