It, essentially, means that Virginians can only leave home for food, supplies, work, medical care, or exercise/fresh air purposes. Only leave home if you have an essential reason to do so — Going to visit a friend for a poker game would not be essential. Going to visit a friend to help care for them because they have a broken leg would be essential. Exercise common sense about what is or isn't essential, and if it isn't, then don't go out. You're still free to leave the house to get groceries or go to the pharmacy. You're also still free to go on a run or go for a hike, so long as you're following social distancing. But if you're not doing something essential and if you're not following social distancing orders, then just don't do it. “Our message to Virginians is clear: stay home. We know this virus spreads primarily through human-to-human contact, and that’s why it’s so important that people follow this order and practice social distancing," Northam said.

He didn’t impose any fines or penalties.
Also, his order says you can be out if you are doing anything permitted in the previous executive order, and that order was pretty permissive in terms of what businesses were still open.
For example, all the electronics stores are still open, as are department stores if they include food, and convenience stores, and all restaurants can run carry-out, and all health facilities.
Actually, he never even ordered gyms to close, they just had to limit patrons to 10 or less at a time, so most of them closed anyway.
The order DOES mean cops can stop you now, to some degree.
THe order does 3 things I can see:
1. Shuts down beaches, but only to people who are sitting in chairs. You can still fish, or perform “exercise”, which I think would include swimming in the ocean, walking on the beach, probably yoga lying in the sand, and I would think surf boarding. Although there are probably no life guards.
2. Prohibits short-term camping. You can still keep camps open, and people can reserve, but only for 2 weeks or more; fitting into the isolation time for the virus. I suspect this is to keep out-of-staters from renting weekend campsites and infecting locals.
3. Shuts down liberty university — prohibits all in-person classes, and I think Liberty was the only college doing that.
We are debating at work whether we need “papers” to prove we are essential employees, we’ll probably find out tomorrow.
I think the feds having declared gun shops and ranges “essential” gives you cover to go to either of them.
My brother-in-law just lost his job at the gun range, which just opened and was forced to close.
