Cov-19 positive inmates should be isolated and where possible housed in separate buildings/locations for a minimum of 14 days while waiting to see if they become ill or not. If they become ill, the states should establish how and where they will be sent and isolated while receiving treatment.

But this a really a digression. Many of these things should be done anyway, for any infections disease that can spread among the inmates, including the seasonal flu, which is killing at a rate as high or worse than Cov-19.
