But without a reference to population, it is also completely meaningless.

Adjusting for population is prudent. Take each country or state or county's confirmed case totals and divide by the respective population . If you want to then normalize that quotient to US national terms, multiply it by the US' 329MM population.

When you do that, NYC and Switzerland look like Italy and Hubei, and the rest of the US looks normal.
