FDA has approved for “compassionate use.” As the doctor in the video says, it is being widely used already. Unfortunately, they are already running low on supply.

Hydroxychloroquine is an FDA approved drug. It is legal, ethical, and good practice for ANY LICENSED DOCTOR to prescribe it FOR ANY CONDITION as long as the doctor believes it will be, or could be, helpful.
FDA does not issue "compassionate use" permission for drugs that are already approved.
There IS a compassionate use IND out on remdesivir, which is NOT an approved drug.
