Sen. Wiener introduce bill to streamline affordable housing production throughout California

California State Sen. Scott Wiener introduced legislation to increase affordable housing by easing zoning restrictions. Under Senate Bill 899, nonprofit hospitals and faith institutions like churches, synagogues and mosques, would be able to build up to 150 affordable housing units on their excess property, regardless of local zoning prohibits that type of housing.

"Churches and other religious and charitable institutions often have land to spare, and they should be able to use that land to build affordable housing and thus further their mission. SB899 ensures that affordable housing can be built and removes local zoning and approval obstacles in order to do so," Wiener said in a statement.

...any organization building this type of affordable housing must maintain the affordability of the homes for a minimum of 55 years for rental properties and 45 years for properties that can be owned.

...density and height restrictions will depend the location of the housing property and proximity to major thoroughfares and commercial corridors. In low-density residential neighborhoods, affordable housing can be streamlined for projects with up to 40 units and three stories tall, while in mixed-use areas or commercial corridors, affordable housing may be streamlined for projects with up to 150 units and five stories high.

San Francisco Mayor London Breed said, "Wiener's legislation is a creative approach to addressing the housing shortage in San Francisco and across California. Our housing shortage is the result of decades of underbuilding and restrictive zoning, and as a result, the cost of housing in San Francisco is unaffordable for many of our residents. We need solutions to eliminate the red tape that gets in the way of creating more affordable homes in our city."

SB899 complement SB1851 which eliminates residential parking requirements for qualifying housing developments projects on faith-based properties.

So you've enjoyed your bucolic, pleasant little town with some open space around your houses of worship? Your town has zoning regulations to protect your quality of life? Too bad for you. The infamous Scott Wiener is going to destroy the character of your town, ruin your community quality of life, and destroy your property values without compensating you.

The author says this is an "easing of zoning restrictions." Ha! It abolishes wholesale many existing zoning restrictions. Wiener, like all leftists, knows exactly how everybody should live. You want some open spaces in your small suburban town? Forget it. CRAM in high density housing on every available postage stamp bit of land.

You DON'T want a three-story, 150 unit apartment building on your church's parking lot? Too bad for you -- you have NO SAY in the matter.

What do you want to bet that mosques will eventually be given an exemption from the rule?

In residential area. They threaten to sue.
Sterling Heights caved.
I don’t live in sterling Heights anymore.

They’re doing God’s work and they can do it better than the government.

Sounds to me like this allows Churches to build on their property, ignoring city codes; it's not taking the land or forcing them to.

What Churches actually want to build a five-story apartment building on their property? Section 8 or not, I wouldn't think very many, if any, churches will take advantage of this.

I was using “takings” rather obliquely. I’m referring to the inevitable decline in single family property values when huge multi-family buildings are squeezed onto every vacant postage-stamp piece of land in the town.

There are huge relaxations of the “Auxiliary” building codes now, too, where you can squeeze a big rental unit into your backyard. You can also carve out 500 sq ft of your house to turn into a separate rental unit.

All of these things, while adding housing, degrade the pleasantness of suburban living.

Zoning is and should remain under local control. This property-value destroying fascist wants to dictate everything from the state capital. He is the same fool who has a bill that would allow pederasts to prey on children if the pederast is no more than 10 years older than the minor child. Were he to be terminated, I would not be shedding any tears.

Ah, my post was mostly directed at the main article, But I certainly agree that large (or even small) numbers of Sect8 / way-below-market housing certainly bring in a lot of crime and are never good for the area.

But, all this bill appears to do is block the cities from blocking Churches from building such housing on Church land. But I don't know any Churches that do that, they aren't generally in the business of being landlords, for the poor or not.
