The Army gave him a waiver because he had computer skills and they did not want to pay a civilian more. In my day you never got a security clearance if you were in any way mentally unstable. Manning checks all the boxes for being a lunatic. And they still gave him a TS SBI/SCI clearance.
This was government stupidity at its worst.
