You’re talking about the super-delegates, who are party honchos, no elected delegates.
They won’t vote until the second ballot.
In 2016, they voted on the first ballot, and that gave Hillary the nomination, even though Bernie had more elected delegates.
The outcry from the Bernie faction was so great that they changed the rules. The super-delegates won’t get to vote unless the first ballot is hung. WIth all the dropouts in the last week, it looks like that won’t be the case, and Biden has a shot at a first-ballot majority.
