I guess bringing in more homosexual troop leaders was not such a good idea after all.
Worked like a charm—if your goal was to destroy scouting. Same as allowing homosexuals in the military.
In a case I recently learned about by accident, the guy was a merit badge counselor, not a leader. I remember well how that worked, the scout would contact the counselor and arrange for a time to meet to learn the skill or whatever the merit badge was. Often that meant going to the counselors home or workplace, and maybe more than once. You had to complete certain tasks so it would not be uncommon to be working with a counselor for several weeks or months. That’s when this guy would develop a friendship with the boy and then proceed to take advantage of it.
This was back in the 1960s when all he got was a fine and blackballed from the boy scouts for life, the “letter in your permanent file” routine. He did seem to stop or at least not get caught as he had no further criminal record. Back then the shame and fear of being exposed was a deterrent, but nobody even thought of lawyers or financial settlements.
