I feel bad for the people running the office. But just how complicated is it to install an unobtrusive surveillance system to get a sense of the nature of the perps? How about getting the FBI involved, if the locals won’t investigate? How about DOJ sanctions against the local PD for the politically-motivated refusal to investigate property crimes amounting to felonies?
