I think that if they simply make an example of a few policemen or teachers or anyone else who is derelict in their duties, and they incur the legal costs of defending themselves and the risk to their careers, and possibly going to jail, the problem would be quickly solved.
You have to modify the bad behavior at the top of the food chains who set up these sanctuary cities.

Charging that so-called “sanctuary” cities that protect illegal immigrants are jeopardizing domestic security, Attorney General Bill Barr announced a slew of additional sanctions that he called a “significant escalation” against left-wing local and state governments that obstruct the “lawful functioning of our nation’s immigration system.”
Speaking at the National Sheriff’s Association 2020 Winter Legislative and Technology Conference in Washington, D.C., Barr said the Justice Department would immediately file multiple lawsuits against sanctuary jurisdictions, and implement new national reviews of left-wing sanctuary governments and prosecutors.
“The department is filing a complaint against the State of New Jersey seeking declaratory and injunctive relief against its laws that forbid state and local law enforcement from sharing vital information about criminal aliens with DHS,” Barr said.

Cops serve their paymasters.
A number of years ago, ICE was raiding a bunch of packing houses in Grand Island, NE. The county and local cops not only refused to help, they abetted the illegals
Why? They lived there. The Feds would be gone, and the local cops new that supporting the feds meant that AT BEST their careers were over once the packing house owners went after them.
Start walking owners and CEO’s whose companies hire illegals, and maybe something with change. But they do not have the same laws we do.
