It’s not surreptitious anymore. BBC posted the video you are talking about. It was a BBC reporter in China filming his trip to work. Streets were empty.

At a certain point in a severe pandemic, even the critical systems will break down when a)enough people are sick, b) enough people are at home taking care of sick family, or c) afraid of getting sick.
Fire, police, electrical, water, sewer, groceries, etc.
