The essential point: "the delays could be related to a Chinese attempt to buy a strategic Ukrainian aerospace company that the U.S. has tried to block." The company is privately owned by a Russian oligarch and is known as Motor Sich. It employs around 20,000 people and is the crown jewel of Ukraine's aerospace sector.

Motor Sich is one of a handful of companies in the world that can design and build a new model of piston, turboprop, or jet engine from scratch. So far, that capability has eluded China's aerospace sector and thereby weakens China's military and civilian aerospace ambitions.

The sale of Motor Sich to China has been formally held up in Ukraine by various administrative and court proceedings, but the determinative factors are ultimately political, strategic, and financial. The US is offering an aid package that would keep the company private, but the US no doubt also wants guarantees against technology transfer to China and on other issues.

I wasn’t aware of this. It is interesting that the Ukraine is a cog is so much of that which is of importance to the US.
