It's entirely possible Bernie won and that it was immediately clear, and this is all a ploy to eventually report that, but the fake-is problems let them roll out the numbers in the order they want, and therefore for the news to carry the 'Pete won' implication as long as possible to blunt the advantage Sanders would have gotten had the DNC/Media been forced to report that win immediately when they knew it.

Iowa's power is entirely in it's PR generation as being first ... it's actually delegate count is poultry and insignificant. So they don't have to cheat Bernie out of the eventual win, or even tamper with any votes, to essentially make him lose by denying him the PR spoils of winning.

It's the usual democrat confluence of plausibly deniable coincidences and so called glitches (new name!: 'coding problem) that just happen to all benefit one agenda in one direction.
