the constitution requires the president to report to the congress on the state of the un inion. It is implicitly unconstitutional for the congress to not receive the report; the purpose being improve the country.

POTUS would be fulfilling his obligations under the constitution. It’s the dem congress creeps that’d be flouting the law.
