Or, just purge the voting rolls of EVERYBODY. For people who want to vote, it's easy enough to re-register. Do this every four years, on the same date the president is sworn in. (Gives time for rolls to still be populated for any lower races that have runoffs or such.)

Obviously there's a lot of other voting fixes that are needed, but this should help clean the rolls of deaths/moves, and ensure that current registrations are decently current and mostly legitimate.
