I believe that those type of state laws have been struck down before by federal courts. Its likely going to take a federal constitutional amendment to allow that.

Sorry to break the news but the bill is unconstitutional. The SCOTUS ruled state imposed term limits for Federal Offices are unconstitutional. I view this bill in the same manner. Article I spells out a Senator is to serve 6 years nothing more nothing less.
