Good question, and I think you already know the answer if the plan from Elizabeth Warren is to be implemented. We know who won’t be deciding. It won’t be anyone on the right of the political spectrum. Or even the center.
Who decides? Well don’t count on any journalistic mediation there. With a FISA Court as the high bar, prospects seem a bit dim.
