A bit of searching via Google gave enough clues to deduce that the headline is semantically confusing. Apparently the poopomeister had Federal charges filed against him for corruption of some sort and was arrested by SF Police for safekeeping (i.e., keeping him from fleeing) on felony charges until the Feds could transfer him to a Federal facility. Two dozen TV and print news sources ALL reported the exact same story verbatim. Hive brain.
