It should be boiling down to a different word - treaty.
President Clinton signed and the Senate approved a treaty with Ukraine that SPECIFICLY allows each nation to request assistance with investigations. A treaty carries the weight of Federal law and is the law of the land. If a law says something is legal (say driving 55 mph) then there is no crime.
No crime means no obstruction

Their Left wing will bolt if they don't continue these theatrics. Bernie can run as an independent and take 30% right away. They would rather alienate their few remaining moderates than give up on the Young Left. AOC has befome the real Speaker of the House.
