As far as he is concerned, he keeps people if they were doing their job well and assumes they will do the same thing going forward.
In the civilian world, I think that is fine. In the military, that is fine. In the political world, that is self destructive, especially in the hyper-partisan political environment where one thing is true: That holdover is a Leftist.
In the civilian world, an employee has to be beholden to and follow the direction of their supervisor. Or you get shown the door. You stop being an employee of person A and become an employee of person B. No questions asked.
In the military world, a soldier, sailor, or Marine has to be beholden to the direction of their superior. You have to be, or not only could your career be over, you could end up in the Brig or the Stockade. Once Ranking Person A leaves and Ranking Person B takes over, you must follow the direction of person B. You fail to do so at the peril of your liberty, your career, and in some cases, the lives of people serving with you. So you follow orders, no questions asked.
In politics, that is not the case, primarily with Leftists.
It has been my observation that people who are conservative (who don't simply get kicked to the curb as is routinely done by new Leftists) do one of two things: Serve at the direction of their new boss, or...leave of their own accord. Leftists, however, do not do that. You keep them on at your own peril if you are not a Leftist. And you must do so with the knowledge you are carrying a deadly poisonous fanged snake in a burlap bag in your pants pocket. If you do not adopt that mindset, Leftists will sabotage you, subvert you, embarrass you, undercut you, betray you, and try to destroy you, all while smiling to your face like a subservient underling.
There is one thing about Leftists that all non-Leftists MUST remember: Regardless of anything else they are or do, that is subjugated to Leftism.
Anyone who fails to keep this forefront in their mind (that when push comes to shove, a Leftist is going to be a Leftist before anything else) does so at their own peril and will eventually be reminded at the worst time that they have a venomous snake in their hip pocket.

There’s also a “window of opportunity” to take into account. In the private world, you can fire whoever you want at any time, without even needing a reason. In politics, you only get a free pass to fire many of these appointees if you do it right at the beginning of the administration.
Once you let them stay, it becomes much more difficult to get rid of them later on.
