If they really want to deter pregnancy show those teens the navy child birth video. They showed that in my dorm freshman year. All I could think was I'm never going down that road. 😆

Probably both and also to put the kids' on lists with CPS for further investigation when they become parents themselves.
They do nothing that doesn't have another sinister reason for doing so.
