Ah! They have a law that has never in my lifetime every been enforced.

Presidents have violated this “law” with impunity since its passage.

However, since the money was dispensed within the time period allotted, Trump cannot be in violation of this law.

A completely moot argument.

Very interesting from Jefferson to Nixon, Presidents could withhold money. Then, Congress passed a law removing a previously accepted Presidential power.
