That’s because it’s not a clean brexit. The current deal has them following all the eco and labor regs.

They will spend 2020 continuing to operate under all the EU restrictions, and uncertainty over the final deal will continue to induce businesses to defer investment plans.

Come 2021, though, the uncertainty will be over, and they will be free of EU regs.
